OPINION

COLE, Circuit Judge.

Plaintiff, Geoffrey Davidian, appeals the district court’s grant of summary judgment on his claims that the City of Cooke-ville, Tennessee, and its city manager, Jim Shipley, violated his First Amendment rights by: 1) failing to provide him copies of or access to electronic information held by the city, and 2) refusing to establish a hypertext link from the city’s Web site to the Web site of his publication, The Putnam Pit.
