OPINION
NANGLE, District Judge.
In this action the United States has alleged that the School District of the City of Jennings in St. Louis County, Missouri (“Jennings District” or “District”), the District’s Superintendent, and the members of its Board of Education pursue a pattern and practice of discrimination against black applicants for employment in faculty and staff positions with the District. Violations of Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., and of the Fourteenth Amendment to the Constitution of the United States are alleged. The Court has jurisdiction…
