ELLIS, Judge.

This is an appeal from the dismissal for lack of subject matter jurisdiction of two consolidated actions, namely, a petition for declaratory judgment and injunction and a petition for review of a final decision of the Administrative Hearing Commission.

The plaintiffs, Medical Management of Osage Beach (“Medical Management”) and National Health Corp., L.P. (“National Health”) are the owners and operators of Osage Beach Health Care Center (“Osage Beach HCC”), a 120 bed skilled nursing facility in Osage Beach, Camden County, Missouri.
