This is a declaratory judgment action brought by the Sioux Falls Municipal Employees Association, Inc. (plaintiff) against the City of Sioux Falls and the Mayor and Commissioners of the City of Sioux Falls (the city) seeking a declaration that certain amendments to the city’s civil service system are null and void and that certain job positions within the city are subject to the city’s civil service system.
