ERVIN, Justice.

On 12 June 2013, the General Assembly enacted legislation that, effective 1 December 2013, made it “unlawful for any person” to “[p]ossess a pseudoephedrine product if the person has a prior conviction for the possession or manufacture of methamphetamine,” with any person convicted of this offense to “be punished as a Class H felon.” Act *659of June 12,2013, ch. 124, secs. 1, 3, 2013 N.C.
