MEMORANDUM AND ORDER
McLAUGHLIN, District Judge.
Defendants move for an order dismissing the indictment. For the reasons discussed below, the motion is granted in part and denied in part.
FACTS
I. BACKGROUND
To comprehend the charges in this indictment one must first understand the process of licensing doctors who have graduated from medical schools that are not accredited by the Liaison Committee of Medical Evaluation (“LOME”). 1
