Certiorari to Wayne; Hunt (Ormond F.), J. Mandamus by Charles C. Keeper to compel the street railway commission of the city of Detroit to pay a salary. From an order denying the writ, plaintiff brings certiorari.

The facts are stipulated as follows:
“The relator was employed by a properly authorized agent of the street railway commission of the city of Detroit on November 10, 1920, as a lineman, and that on the 26th day of November, 1920, he was discharged from this employment by said commission. That the relator was at that time, and now is, an honorably discharged veteran of the European war, having served in the navy of the XJnitéd States of America; is a resident of the city of Detroit, Wayne county, Michigan, and had been at the time of his employment a resident of said city for upwards of two…
