Plaintiff 1 is an inmate at the Connecticut Correctional Institution, Enfield (hereinafter “Enfield”), having been transferred to Enfield from the Connecticut Correctional Institution, Somers (hereinafter “Somers”). Plaintiff alleges that the Connecticut Department of Correction pays prisoners who satisfactorily complete work assignments at rates which vary from 38 cents to 74 cents per working day.
