The original petitioners were Willis L. Calkins and George C- Calkins, executors and trustees of the estate of John Calkins, late of the Borough of Sylvania, Bradford County, Pa. The petition sets forth in substance that, in the year 1925, the State Highway Department of Pennsylvania, by its officers, agents and employes, as incident to the construction of a concrete highway through the Borough of Sylvania, in this county, constructed a culvert under the said concrete…
