¶ 1. The City of Milwaukee and its Chief of Police, Arthur Jones (collectively, the " City"), appeal from the circuit court order granting the petition for writ of mandamus, filed by the Milwaukee Police Association and its president, Bradley DeBraska (collectively, the "MPA").
