ANDERSON, Circuit Judge:

This case comes to us on review of the Secretary of Labor’s final decision and order requiring the State of Florida Department of Labor and Employment Security (“FDOLES”) to repay certain costs incurred by FDOLES’s subgrantees of a grant given to FDOLES by the U.S. Department of Labor (“DOL”) pursuant to the Comprehensive Employment and Training Act (“CETA”). 1 The only issue on appeal is whether the Secretary was precluded by the Debt Collection Act of 1982 2 from requiring FDOLES to pay prejudgment interest.
