On February 22,1978, Tribune Publishing Company, a corporation, d/b/a Columbia Daily Tribune (Tribune), filed its petition for declaratory judgment and injunctive relief in the Circuit Court of Boone County, Missouri, naming The Curators of the University of Missouri, a public corporation (singularly referred to as University), James C.
