This is a special proceeding wherein the plaintiffs seek to compel the city of Mandan to levy a general tax upon all of the taxable property within the city to pay deficiencies in certain special improvement funds.

The trial court, after hearing the case, determined that the plaintiffs were not entitled to compel the city to levy the tax, and directed a dismissal of the proceedings with prejudice.
