FINDINGS OF FACT(1) Plaintiffs are Valley Forge Sewer Authority and East Pikeland Township. VFSA is a municipal corporation, created in 1969 pursuant to the Municipal Authorities Act of 1945, 53 P.S. §301 et seq.(2) VFSA operates and .maintains a public sanitary sewer collection system and treatment plant serving East Pikeland and other nearby communities.(3) Defendants are Oían B.
