MEMORANDUM AND ORDER RE: PLAINTIFFS’ MOTION FOR PRELIMINARY INJUNCTION

The plaintiffs, who are farmers and dairy farms in Wisconsin that produce raw milk for sale to dairy plants, commenced this action on March 19,1996, against defendant Alan T. Tracy, Secretary of the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP).
