On December 30, 1992, the Court issued a single-judge memorandum decision in Rife v. Principi, No. 91-2065 (U.S.Vet.App.), which affirmed, in part, and vacated and remanded, in part, the Board of Veterans’ Appeals (BVA) decision on appeal. On January 26, 1994, the petitioner, the appellant in Rife, supra, filed a petition for a writ of mandamus. The petitioner stated that, following the Court’s remand, his claim for benefits was remanded by the BVA to a VA regional office (RO).
