A group of states bordering the Great Lakes seeks an order requiring the U.S. Army Corps of Engineers (“Corps”) and Metropolitan Water Reclamation District of Greater Chicago (“District”) to take action — including immediately creating physical barriers in the waterways connecting Lake Michigan and the Mississippi River Basin — to prevent bighead and silver carp (collectively, “Asian carp”) from migrating into Lake Michigan.
