A petition for writ of certiorari was filed in the district court within and for the county of Phillips, entitled, “The People of the State of Colorado, upon the relation of B. L. Vaneé, v. A. M. Axelson, Justice of the Peace in and for Precinct No. 4, Phillips County, Colorado.” Prom the petition it appears that B. L.
