This matter comes before this Court for trial in the above-captioned adversary proceeding pursuant to a complaint (the “Complaint”) filed by Thomas Law Willcox (the “Debtor” or “Plaintiff’) against the Defendants State of South Carolina ex rel. Henry McMaster, Attorney General and Rodger Stroup, Director, South Carolina Department of Archives and History (collectively, the “State” or “Defendants”). The Defendants John M.
