MEMORANDUM OPINION

REGGIE B. WALTON, District Judge.

This matter is before the Court on the defendant’s motion to dismiss and for summary judgment. 1 For the reasons discussed below, the motion will be granted.

I. BACKGROUND

The plaintiff brings this action under the Freedom of Information Act (“FOIA”), see 5 U.S.C. § 552 (2010), against the United States Department of Justice (“DOJ”) for the purpose of obtaining records from the Federal Bureau of Investigation (“FBI”) about himself. 2 Specifically, the plaintiffs request reads:
