Shaw, III, Judge Designate Candy and Mark Eubank filed a complaint against the County Administrator of Mathews County and two employees of the Mathews County Planning and Zoning Department, alleging malicious prosecution and abuse of process. The circuit court granted the County’s demurrer and dismissed the complaint. The Eubanks appeal from this dismissal. For the reasons noted below, we reverse…
