This matter is now before the court on the Plaintiffs’ motion to certify a plaintiff class.1 A hearing on this motion was held on this and numerous other motions before the Honorable Matthew Perry on July 19-20, 1989. On October 12, 1989, before Judge Perry ruled on the class certification motion, he recused himself from the case and the case was transferred to me.
