SLOVITER, Circuit Judge.

This appeal raises, inter alia, an issue of first impression in this court, that is, what conduct constitutes shielding, harboring, and concealing an alien within the meaning of 8 U.S.C. § 1324.

Facts and Procedural History

In 1990, appellant Hakan Ozcelik, then age sixteen, came to the United States from Turkey as a stowaway on a merchant ship. 1 Thereafter, Ozcelik earned his GED and a college degree in criminal justice, and worked at various jobs.
