While Chuck Adams and Charles Howard were inmates at the Indiana Department of Correction (“DOC”) Correctional Industrial Facility (“CIF”), they worked at a privately-owned brake shop operated by Meritor Heavy Vehicle Systems, LLC on the premises of CIF.
