MEMORANDUM OPINION AND ORDER

KANE, Senior District Judge.

This appeal arises out of the bankruptcy court’s confirmation of a Chapter 9 Plan for Adjustment of Debts for the Wolf Creek Valley Metropolitan District No. 4 (hereinafter, the “District”). The effect of this plan, which was an eleventh-hour amendment of a previous plan, was to discharge all properties from previous years’ tax levies, save that of the appellant (Ron B. Ault).
