This is a trial of the.issues raised by the respondents’ return-to. a writ of certiorari granted for the purpose ■of reviewing an assessment of the relator’s personal property in the sum of $414,849.01. It appears that the assessor of the city ■of Newburgh in July, 1897, assessed the relator as the owner of personal property of the value of $1,176,849.01, basing his action •upon the contents of the report made by the relator to- the .■superintendent of banks as of January 1st of that year.
