Appeal from that part of a judgment of the Supreme Court (Bradley, J.), entered March 29, 1991 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review certain determinations of the Department of Health concerning petitioner’s Medicaid reimbursement rates for the years 1986 through 1990.
