FUENTES, Circuit Judge:
Marco Tulio Espinosa-Cortez, his wife, Luz, and his adult daughter, Ximena, are natives and citizens of Colombia. Between 2002 and 2003, the Espinosa-Cortez family was repeatedly threatened by agents of the Fuerzas Armadas Revolucionarias de Colombia (“FARC”) in an effort to coerce Espinosa-Cortez, who had close connections to the Colombian government and military, into becoming a FARC informant.
