Appellees, the Terminal Railroad Association of St. Louis and the St. Louis Bridge Company, hereinafter referred to as the Terminal and the Bridge company, filed a bill of complaint in the circuit court of St. Clair county seeking an injunction restraining the county clerk of that county from extending a tax based on an assessment made by the board of review of that county against property known as the Eads Bridge. Defendant filed a motion to dismiss the complaint, which was overruled, and defendant abiding his motion, a decree was entered perpetually enjoining him, as county clerk, as prayed…
