BACKGROUND

The debtor filed a voluntary petition under Chapter 7 of the Bankruptcy Code on May 7, 1984. On the same date, the debtor applied for an order to pay the $60.00 filing fee required under 28 U.S.C. § 1930(a) in installments. On May 9, 1984, this court entered an order, requiring that the entire fee be paid on or before August 7, 1984. The debtor failed to pay any part of that fee before the required date.
