DECISION

This matter is before the Court on the appeal of Gregory G. Holmes ("Holmes") from a decision of the Charlestown Zoning Board of Review (the "Board"). On July 17, 2007, Holmes sought a special-use permit pursuant to Sections 218-25 and 218-87 of the Town of Charlestown Zoning Ordinance (the "Ordinance") to install an individual sewage disposal system ("ISDS") for a three bedroom residential home less than one hundred (100) feet from a wetland within a flood zone.
