Edward Charles McDonald was a finalist for the position of Director of the City of Saint Paul’s Department of Human Rights and Equal Economic Opportunity. After the City Council had confirmed May- or Christopher B. Coleman’s selection of another candidate for the position, McDonald brought this action against the City and the Mayor (collectively, Defendants).
