The present case concerns the validity of the enactment of the Act of April 17, 1997, P.L. 6 (Act 3), which made substantial amendments to the Public Transportation Law 1 and Vehicle Code. 2 Common Cause/Pennsylvania, Citizens Against New Toll Roads, Community Environmental Legal Defense Fund, and Zero Population Growth, Inc.
