The appellant, New Smyrna-DeLand Drainage District, is a public body in and organized under the laws of Florida. Fla.Stat.1955, Ch. 298, F.S.A. Within its boundaries are over fifty thousand acres of land, all of which are in Volusia County, Florida. It is an “agency” within § 81 as amended, Chapter IX of the Bankruptcy Act, 11 U.S.C.A. § 401.
