BENTON, Judge.
Randall A. Strawbridge, a professional engineer, and the State Building Code Technical Review Board appeal a circuit judge’s decision reversing a ruling of the Review Board and referring the case back to the Chesterfield County Board of Building Code Appeals for a ruling on the merits. We must decide: (1) Whether Chesterfield County had standing to appeal the decision of the Review Board to the circuit court; (2) whether Strawbridge had standing to appeal the decision of the County Board of Appeals to the Review Board; (3) whether the Review Board had jurisdiction; and (4)…
