The plaintiffs, David Munroe and Donna Munroe (Munroes), appeal from a decision of the East Greenwich Board of Appeal (board of appeal).1 By its decision, the board of appeal denied the Munroes' appeal from a decision of the East Greenwich Platting and Subdivision Board (platting board) approving the final plan for a private cluster subdivision presented by the defendant, Philip Ryan Homes, Ltd.
