This is an interlocutory appeal by the United States seeking review of a District Court order releasing classified information under the Classified Information Procedures Act (“CIPA”), 18 U.S.C.App. §§ 1-16 (1982). 1 Section 7 of CIPA, 18 U.S.C.App. § 7, provides for the instant interlocutory appeal.
