Plaintiffs in this case, R. J. Spears, P. B. Mensel and L. C. Price, plaintiffs in error here, filed this suit as a class suit as resident taxpayers of the City of South Houston, a municipal corporation incorporated under the general laws of the State, against the following parties: A.
