APPLICATION for a Writ of Habeas Corpus directed to the Chief of Police and one of the Police Judges of the City of Los Angeles. The facts are stated in the opinion of the court.

1Opinion of the CourtHenshaw, J.

The authorities of the city of Los Angeles adopted two ordinances. By one was created a Municipal Charities Commission, whose powers and duties were defined. Amongst those powers and duties are:

“(1). To investigate all charities dependent upon public appeal or general solicitation for support and to indorse such of them as meet actual needs of the community, attain a rea sonable standard of efficiency and are so conducted as to insure the public of the wise use of the funds.”
