Appellant Robert Tyrone Morgan filed a Freedom of Information Act, 5 U.S.C. § 552, (“FOIA”) request with the Office of the United States Attorney in Baltimore requesting handwritten “rough notes” containing a Federal Bureau of Investigation (“FBI”) agent’s impressions of an interview with a prosecution witness who testified in Morgan’s bank robbery trial.
