The plaintiffs are inmates at various State prison facilities who for a time had been held in segregated confinement in so-called “special management units” (SMUs).3 They brought *630this action seeking declaratory and injunctive relief against the Commissioner and other officials of the Department of Correction (collectively, the DOC).
