Plaintiff, the Forest Preserve District of Will County (the District), appeals from a judgment of the circuit court of Will County dismissing its condemnation complaint. For reasons that follow, we reverse.
The action on appeal was filed on June 16, 1989, and named defendants James and Deborah M. Vanderlaan and unknown others as the owners of a 24.8-acre parcel of land within the boundaries of the Forest Preserve District.
