This matter is before the court on Plaintiff Kenneth McCoy’s motion for default judgment and other sanctions [39-1, 39-2],
I. BACKGROUND
On June 12, 1993, Plaintiff filed his complaint alleging that Defendants had violated his constitutional rights guaranteed by the Fourth, Fifth, Ninth, and Fourteenth Amendments. This court subsequently, pursuant to Plaintiffs motion, dismissed Defendants Sheriff of Fulton County, Fulton County, and Grady Gable with prejudice [34-1, 35-1].
