I. INTRODUCTION AND BACKGROUND

This action arises out of the June 11, 2003 suicide bombing of a bus in Jerusalem, Israel by members of the terrorist organization Hamas. 1 The attack killed 17 individuals, including Alan Beer, a United States citizen living in Israel at the time.
