OPINION

YATES, Justice.

Appellants appeal from the denial of their applications for pretrial writ of habe-as corpus on the grounds that their prosecutions are barred by double jeopardy and collateral estoppel. We affirm.

Rick Collins is the owner of C & C Services, a construction company which provides services to the City of Houston. Appellants were employed by Collins to work as “flagmen” on several construction projects in which C & C Services was employed by the City of Houston.
