(concurring.) I am fully in accord with the opinion of Mr. Justice McDonald in this case. But for the importance of the case both to public and private interests, and the fact that an exhaustive opinion in dissent has been prepared, I should content myself with signing that opinion. My views on the subject here involved are, however,' pronounced, and I desire to deal with certain phases of it at some length.
