This case concerns an acrimonious dispute between neighbors on a street in the Hyde Park section of Boston. The Shribergs complained repeatedly to the police and other officials concerning dogs barking and radios blaring at the home, twenty feet from their own, of Bailey. Bailey, who is black, filed this complaint alleging violations of the State civil rights law (G. L. c. 12, §§ 11H and 111), abuse of process, and intentional infliction of emotional distress.
