Yaccov Cohen appeals the district court’s 1 denial of his petition for return of a child under the Hague Convention on the Civil Aspects of International Child Abduction (“Convention”), as implemented by the International Child Abduction Remedies Act (“ICARA”), 22 U.S.C. §§ 9001-9011. For the following reasons, we affirm.
