MEMORANDUM OPINION AND ORDER

Defendant Lloyd Sibblies has moved for reconsideration of the June 4, 2004 Memorandum Opinion and Order (“2004 Order”) denying his motion to withdraw his guilty plea to one count of conspiracy to distribute and possess with intent to distribute 50 grams or more of cocaine base in violation of 21 U.S.C. § 846. Sibblies now presents new allegations of ineffective assistance of counsel, and contends that he is innocent because he lacked the requisite intent to conspire with the alleged co-conspirator. 1 Because reconsideration is not…
