The instant matter involves a conspiracy amongst three freight carriers, Sea Star Line (“Sea Star”), Horizon Lines (“Horizon”), and Crowley Liner (“Crowley”), to suppress and eliminate competition by agreeing to fix rates and surcharges for Puerto Rico freight services.
